Scaling Image feature snafu

I've scaled images in GIMP 2.10 and imported them into an Internet Webdesign program called BandZoogle without any problems before.

I just received an image from a graphic designer that I need to scale down and the scale feature works in GIMP but does not transfer properly.  In other words, the image remains the original size once it's imported into BandZoogle.

What am I missing?

Can you give more information.

What is the image size in pixels before scaling down? What is the image ppi before scaling down?
What is the image size in pixels after scaling down ? What is the image ppi after scaling down ?

You can get that from the first 3 lines in Image -> Image properties.

What is the image format you are sending to BandZoogle ? jpg / png / tiff / psd ...or...
