Scaling Issue

Hi, I have suddenly developed an issue with my scaling tool. When I am working in a layer, instead of scaling just that layer it scales everything at the same time, including the transparent background underneath. Is it possible that I may have altered something on the tool without realising? Be grateful for any suggestions. Thanks.

In the tool options, one of the first items is a Transform: line with 4 icons. The last icon is Image (new in 2.10). If selected, the Scale tool operates on the whole image instead of the current layer. The usual behavior is the first icon (Layer).
