Scaling layers

Hello.  Thank you all in advance.

I make a lot of composite pictures with many layers.  I import an image as a layer and then I click on it and on the scale tool and I get a little grid over the layer and I can adjust the size as I like.  I have done this many time, but in one document the scale tool is acting fishy.  I get the grid, but it is not the same as the layer.  It is some crazy configuration like width=3000 pixels.  height=1 pixel. 
I've tried to reset that tool, both in the gimp preferences and in the reset button in the scale dialog box.  I can never make it go back to the original way of just giving me a grid over the selected layer. 

I would appreciate any help.

I never heard about that, can you post the .xcf file (here) for us to try (and understand what's happening)?

Could be many things. Check that you are not trying to scale a selection of some sort Use Select -> None and Scale tool in Layer Mode (left side icon)

Other than that: post a screenshot somewhere showing the problem + the layers + the scale tool settings

I still think you are scaling a one-pixel high selection. Have you up-graded to Big Sur where the selection is there but does not show ? Which version of Gimp ? It looks like Gimp 2.10.14 or there-a-bouts. Not paying attention Gimp 2.8 given.

Did you try Select -> None. Then apply the scale tool.

Your screenshot is a bit fuzzy but this is a what I think is close. This in linux / Gimp 2.10.14 https://i.imgur.com/i7TywBG.mp4 I hope you can play one of these in MacOS.
