Screen not show in full

I have an old laptop that I am using gimp on
When I open Gimp, I can see everything,
 but when I open filters/render and a py file, the window of this screen is to big, is there a way to see the full window

There is a Windows utility altdrag which allows the user to move the window up and get to those bottom buttons
