GIMP 3's default behavior is to create floating selections rather than normal layers. This plugin command copies or cuts the selected area as a normal layer instead of a floating selection.
Definitely not!!! GIMP 3.xx copy-paste and cut-paste creates a new layer by default. If your GIMP 3 doesn't do that, then it's because you changed the shortcuts.
There is a notable exception: if you paste **into a mask**, a floating selection is created. But in this case, the plugin wouldn't be useful anyway.
