"It happens when I leave VLC Media Player open for a couple of days, switching between hibernation / sleep mode and active mode numerous times during the day"....shouldn't have any bearing on this.
(Why on earth would you leave your media player open?) Hibernation and sleep mode is just asking for computer to be compromised. I used to do that and was lucky but shut it down at the end of every day now. Now just incase you have been lucky also.
Have you tried this - before you close gimp, go to preferences and click on Tool Options. When a window pops up click on 'save tool options now' and if you want them to be the same as you just had them next time you open gimp make sure "save tool options on exit" is checked - same place in Tool Options
