The idea was to provide quick access to selection drawing functions directly within the rectangular (and circular) and lasso selection tools.

You don't give any details on what the change was or the version (ideally the commit) in which it was implemented.To report a regression you would need to raise an issue at https://gitlab.gnome.org/GNOME/gimp/-/issues (gimp-forum.net is not an official GIMP site but the members do try to answer questions about GIMP).
