Rotate problem

I'm new to gimp. I am having a problem with my rotate tool. It will not rotate. I know I am on the right layer. Searched google etc. Been looking for answers for a couple of days. The curser with the rotate symbol as a little circle with a line going through it witch, I believe is a lockout. Please take it easy on thee gimp terms. Can you help?

Make sure the 'layer' (next to 'transform) is selected.

Denzjos, thanks for writing. I have lost my dialog box for the rotate tool. Looked up on my tabs in the corners. Went to Window/dockable dialogs and did not find the rotate dialog box. How can I bring my box up?

If you have your tool options dialog open it should show in there when you have the rotate tool selected as per the screen shot above.
