Tool icons too small [SOLVED]

I just installed Linux Mint 19.3 with Cinnamon desktop on a Thinkpad with resolution 3840x2160.  I have GIMP 2.8.22 installed.  The tool icons are too small.  How do I make them larger?  Thank you in advance for your help.

Is there a way to enlarge the icons and wording in 2.10? I've tried making the icons 'large' in the theme preferences - but if there's a difference, I cannot tell.

They make a huge difference for me. Using my screen ruler, the toolbox icons are 28x28 in "small" format and 56x56 in "huge" format.

But you have to use the 2.10 icon themes, AFAIK these are vector images, while the 2.8 icons were bitmaps and had to exist in the relevant sizes...
