Gimp 3 cut (or copy) and paste does give a new layer. There are several paste options in the Edit menu. You can assign a key shortcut to any of those. Moving a layer has not changed. The cursor has to be on a solid pixel, on transparency then the next layer with a solid pixel is moved. Hold that shift key down. If you want that changed then ask the developers but it has been that way for a long-long time for us older users.
