I can add b/w RGB Noise (with Independent RGB unticked) to a white layer in 2.8 but not in 2.10.

Why is that ?

Must be a bug.

You can use a black filled layer then invert it.

Okay, my initial thought was this might be somehow related to 2.10 new colour management, or something.
