Anything I create with Gimp 2.10.36 has two curved arrows in a circle and says "availability status: sync pending"

How do I get rid of this?

Not from Gimp I would say. Looks like you are writing to some cloud-synchronized directory (OneDrive?), and have a network problem, possibly exacerbated because the file is large.

Looks like an online problem... I concur with Ofnuts, that's not GIMP, could be a slow server or a slow connection or whatnot internet related.
