color/brightness changes don't transform

Hi,
I apologize if this has been addressed elsewhere, but I couldn't find it.

I am using Gimp 3.0.4.  I have an image open and select part of it.  I then change the brightness (or color--same issue with both).  Next, I try to rotate the image. However,
The brightness change doesn't follow the image.  Instead, only part of the image has the brightness change.  It's as though the brightness change remained in place while the (now old) image rotated. 

I'd appreciate any advice.

It is question that comes up. Gimp 3.0 has a layer effect (fx) function that many of the tools apply. Look for the fx icon in the layer dock.  It is used if you want to go back and adjust the applicable tool (s). However if you want a rotate or layer mask for example you need to apply the fx filter. Two ways, click on the fx icon to bring up a menu or when you use the colour tool, enable the Merge Filter toggle.
