		I downloaded and ionstalled the latest Gimp 2.10.22 in windows 64.
However now I find all my scripts -Fu and python plug in are greyed out.
How do I restore all these scripts and plugins

		A good chance that there is something in your existing user profile causing the problem. I have a Gimp 2.10.22 installed in a Win10 (VM) that works as expected but I did purge the old Gimp  before installing. 
There are built in script-fu and one  or two python plugins that you can use to verify that something 'works' Open an image and use Filters -> Decor -> Old Photo for script-fu then Filters -> Web -> Slice  for python.
If they work and your user installed script/plugins do not, then disable (rename) the existing user profile to C:\Users\"yourname"\AppData\Roaming\GIMP-backup. Start Gimp to make a new default User profile. Add a script and a plugin, see if they show and work.
Of course it might be something completely different....
