how to create a simple dotted map of Germany - which steps, methods and approach

good day dear community

well i have just do do some things this week - i have to create a map for Germany 

the question is: how to create a simple dotted map of Germany - how should i start with this task: are there some certain steps, methods and approaches!

Even though I think you want your homework done for you, I will start the ball rolling.

First find to download an outline map preferably in SVG format Try this one: https://simplemaps.com/svg/country/de

Open the SVG like this, with those path options ticked.

   

Practise, that. It is an SVG and you can open at any size in pixels. Do you know what size image is required.

Do yo need the internal boundaries ? If not then you can leave the paths off. How you then proceed depends on that.
