Take a screenshot and crop it down to a suitable size that still shows the issue. Gimp can also screenshot itself. File -> Create -> Screenshot. Export as a jpeg - saves on bandwidth.
You said you were using Gimp 2.10.14, so I pulled that old version out just in case the default themes were different but I can not see any "background" to the layer visibility icon, even when you mouse hover over it is just a slight outline.
Are you using a non-standard theme, maybe something originally for Gimp 2.8 ?
