I can't reveal more of the layer panel

Hi, I have been using GIMP with the layer panel showing properly for a bit, so I must have touched something.
I need to bring up the layer panel to reveal more of it, and hide the panel above. I found that I need to "identify the thin line between 
the 2 panel, grab and drag up, which is pretty intuitive. I only have the 3 dots to grab, and I can't bring the panel any further up. Thank you.

I can not really reproduce that but ask yourself do I need the history dock ? That little left pointing arrow - you can close the tab or you might have increased the thumbnail size.

Other options: In edit preferences, turn off document history, In the history dock, right click and clear history.

I cleared history and the top panel went black, dragging the 3 dots up still doesn't work to bring up the layer panel,but I noted that the size of thumbnails is done by swiping the 2 fingers out with the mac, now Ihave smaller thumbnails anyway.
