transparent layer - can't fix

I create a layer under my text all the time.  then I create a border around the text, or grow the text, and fill in the underneath layer with black --- to outline the text.
all of a sudden today, the outline layer is somewhat transparent.  I can't get a solid black fill.
the opacity meter is 100% and I'm not touching it, and I have an alpha layer....any idea what is going on?  I don't recall changing any other settings and can't really find anything online.

Is the bucket-fill tool at 100% opacity?

By the way, if you do this often, a faster solution is to use the Drop Shadow tool (no offset, no blur, a little bit of growth, full opacity). The neat side is that you can save the settings (+ icon near the top of the dialog) to apply them again quickly later.

AWESOME!  I didn't realize there was an opacity slider just for the bucket fill, and I'll play with the Drop Shadow tool!
