		* when i paste something, the float layer starts off locked by default
* i know how to manually click the un~lock icon to un~lock it

		Because by construction the alpha of the "Floating selection" layer is the selection mask.... If you unlock the alpha, it is no longer the selection... Why don't you convert it to a plain layer (Ctrl-Shift-N)?

		"Paste as a new layer" is a bit different, because the pasted item goes to the top left corner and not exactly above its source. So the combo Ctrl-V, Ctrl-Shift-N is usually better.
