I'm aware of the technique of creating an arc with the Paths Tool>Text Along Path but here's what I'd like to do. If I have an existing arc in an image (i.e.. a solid object or a geometric shape), how can I place text in a curve along its outline?

Make a path that follows the outline, and you are back to the previous technique. Making such a smooth path isn't very hard, see here for some hints..
