Yes, for Windows and with reservations.
Gimp 2.10 and Gimp 2.99 co-exist as separate installations.
-------- and for info-------
Gimp 2.10 and Gimp 2.8 It is possible but the Gimp 2.10 installer uninstalls previous versions so some amount of 'tweaking' is required.
Two versions (instances) of Gimp 2.10 Start Gimp with the 'new instance' switch -n but remember this uses more memory.

Max RGB removed (was hidden though), the possibility to squeeze the right panel like in 2.10 is no more, left as well, I prefer stop there, the list is quite long of ineptness and incoherence... They are living in their own microcosm
Max RGB was removed because it wasn't ported properly to GEGL for 3.0. We got it fixed, but it was ultimately moved to the Extras repository. I think the idea is to bring it back as an extension - you can read the discussion here: https://gitlab.gnome.org/GNOME/gimp/-/issues/5440
I imagine that once the 3.0 release candidate is released and everyone starts using it, we'll be spending a lot of time restoring behaviors from 2.10 that were just missed because other things had to be finished first. Everyone uses GIMP differently, so things that are really important to one person aren't noticed by someone else.

You could try,
ctrl-c, (shift-v)*, select-none,
*Keyboard shortcut - Paste Into Selection In Place
That seems to work for me, although I've quickly gotten used to paste as new layer.

Yes - if you self build, Installed GIMP Dev flatpak 2.99.16, and GIMP self-build 2.99.x

Hi Mark, you do not need to self-built to have different version of GIMP > I did not self-built and I have 6 versions of GIMP, 2 stables and 2 developments, (edit) and 2 I forgot I had them while writing this...
1 PPA from Panda Jim 2.10.34, 1 appimage 2.10.34, 1 flatpak 2.99.16 from gimp.org, 1 appimage 2.99.16
And even a 5th the stable 2.10.30 appimage (I don't recall where I did get it), and a 6th version 2.10.25 appimage from aferrero
All working (not side by side though)

Start them with gimp -n so they they don't search for an existing instance.
