Does your computer have a 4K display and / or a touch screen ? I think that DJP entry is for touchpad or similar. Are you using a computer with a touch pad ?
Looking at your screenshots, there is a recent 2024 XP-Pen driver update

The same with the Gimp version, There is a Gimp 3.0.4 out. Don't use the MS Store, get it from
http://www.gimp.org
Again your screenshot. Is all the curve and selection section missing ? This is my installation and it works here. (but it is linux Gimp 3.0.4 not Windows)
The only other long-shot is go into your Gimp 3.0 user profile and delete the file devicerc which holds the mouse and tablet data. Restart Gimp to scan and create a new default devicerc file. See if it makes any difference.
