moving completed file to new project

Using a paperback cover template, I created and exported the final PDF file. I need to create a paperback cover using a different template provided by the distributor (PNG). Is there a way to port the work already done into this new template and "massage" it?

This is why you keep your original Gimp .xcf file with all its layers ....  

If you do not have that, then Open the new template first then Open-as-Layers the PDF.  Edit that as required, scaling probably, but some items such as text are not editable.  Sometimes easier if the image from the pdf is under the new template with the template layer transparency reduced.

Different sizes,  one larger than the other ?  Use View -> Show all to make manipulation easier.
