Issue with cut selection

I am a beginner Gimp user and I have an issue cutting from a layer with filter.

1) I have two layers where the top layer has a filter

2) I add an alpha channel to the top layer
3) I make a selection and cut
4) The result is not a hole showing the bottom layer but I get this.

What am I missing?

I can not reproduce that, but it might depend on the image, so if you can attach the Gimp 3 .xcf file.

Things to try, you can add an effect without it becoming an (fx) layer. There is a merge check box in the dialogue.  Otherwise merge the filter from the layers dock.

What version are you using? Can't reproduce on 3.0.4 and 3.1.4?

LIke my earlier post, I can not reproduce either.  Looking at the provided screenshots, it looks like the OP is on the wrong layer, perhaps that was the problem, not easy to see with the awful black theme. By that time OP had replied.
