Plot ? ( = stroke) For a path. Same as before Edit -> Stroke path
In addition for Gimp 3.2.4 There is an option to add the path to a "Vector Layer" and that gives options for stroke and fill.

When I create a path, GIMP fills in the entire shape, but not the single line!

I do not understand what you are showing. For vector layers you do need to make the tool options dock wider.
Then there are two ways, (1) make the path first and convert to a vector layer. (2) Create a vector layer from the tool options and draw in using the paths tool.
