Sorry for the necro post but I was running 2.10.38 and procrastinating on updating to 3.02 brought me here to find answers.
I've found the best way to return to the 'old normal' is to change the Keyboard shortcuts. Edit > Keyboard Shortcuts > Enter 'Paste' into searchbar.
Change 'Paste' from Ctrl+V or disable it (Backspace to clear).
Use 'Paste as Floating Data' for the Ctrl+V shortcut (what I normally use instead of the Right Click Options)

I really love using GIMP and have been recommending it to anyone for many years, but this UX change was immediately frustrating my work. This is what I'll have to advise anyone using GIMP onwards, which is a barrier to entry to an otherwise intuitive program.
