Appreciate the reply, but no.  
It is essentially saying to do the same thing.  The problem is that:

Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Classes\SystemFileAssociations

is missing in Windows 11 - or at least the current build, as I just reloaded Windows 11 onto my PC this week.

EDIT:
Doh!  I  have to be sure and navigate PAST the System.xxx entry to SystemFileAssociations, further down.  (Notice the DOT.  I did not...)
Still, entering the new value doesn't seem to work, with or without quotes Sad

EDIT x2  Thinking along these lines, I looked for a tutorial using Photoshop, and found this:
