I do NOT see any anchor icon. You can look at all the screenshots and see that there is none. Meanwhile, I started experimenting with what was said in these two most recent replies. After clicking on the Rotate button, something shows up on the lower right that says Floating Selection. When I right-click on that, a window pops open that has among its choices Anchor Floating Layer Or Mask. When I selected this, that window closed and the Rotate window reappeared. I discovered that I had to click on the Rotate button again -- otherwise that window doesn't close and the rotation does not happen. Otherwise, it stays intact, without the "black out" effect. I wish someone could tell me why this happened. I've always assumed that with each updated version of GIMP, it is "improved". But, in this case, I have to add three steps that were never necessary in the older version. I can't understand how this represents an "improvement". I hope someone replies.
