[RFC] Summer of code project to re-think plug-in/filter development resources

Something else that would be nice is "hiding" Babl, probably by having prefined constants in GEGL to define the usual Babl formats (because most uses of Babl are Gegl functions that want to be told which format to use). That would be one less doc to read, and may be one less module to import.
