No need to use bucket fill
Many good replies. Here's what I did
1. Straighten the badge on the center letters using the grid.
2. Using ellipse select - (cut the badge out from the background) Ellipse select the badge, invert the selection then delete.
3. Using level - value. Darken badge - clamp to 48. Makes the blue darker.
4. In levels as well using the white balance select while in value (third color picker on the right) - Click on the color picker then your text that is whiteish
5. Now select the badge again with the ellipse select, while it is still selected shrink by 7 pixels.
6. Using gimp's color picker select the light blue.
7. Turn the selection into a path then stroke that path by 14 pixels
8. Crop to selection and you should now have a good looking badge
