Why still on Gimp 2.8? You should be using at least Gimp 2.10?
I think your problem is that you can't paste outside the bounds of the target layer. When you increase the canvas size, you have the option to enlarge the layers to suit. If you do so, you can now paste into the new area of the layer.

- You don't need to paste into the existing layer, you can paste above it as a new layer and move the paste area to the side
- You don't even need to copy/paste. Just duplicate the layer, and use the move tool to shift the bottom one to the side, so that the added area sticks out from under the top layer (use the Move the active layer option for this)
