Yeah, BIMP is for Gimp 2.8 / 2.10 (it does state that on their web site) and the Windows installer created the folders even if they did not previously exist.
Unlikely that BIMP will ever be updated for Gimp 3 but there is a Gimp 3 python plugin for batch manipulation - Batcher.
Works in a different way from BIMP but more flexible https://github.com/kamilburda/batcher
