Filters don't follow a global image resize operation

The latest released version is 3.0.6 and the latest development version is 3.1.5 - there have been numerous changes relating to NDE in these later versions. If you are able to try the development version and there is still a problem you could/should report it at https://gitlab.gnome.org/GNOME/gimp/-/issues
