Why reinstall ? What was going wrong ? You have been using Gimp 2.10 in the past, did you ever consider renaming :
C:\Users\"yourname"\AppData\Roaming\GIMP (Windows) or ~/.config/GIMP (linux) to disable any previous profiles and running Gimp to make a new default. Gimp when installed does try and migrate old settings which is never a good idea.
Looking at your video, frame by frame, cropped to 1660x1000, then probably HD. Goes from click on Open -> white screen -> black screen. No open dialogue. Do you have more than one monitor ?
Settings in Edit preferences.
Window Management -> Open windows on the same monitor they were open before Is that enabled ?
Image Windows -> You have merge menu and title bar enabled. Should be ok but it is a new-ish feature.
