It is your plug-ins folder, empty until you add plug-ins. There are some rules for Gimp 3 plugins, They are in a folder same name as the plug-in with the extension dropped.

When you first run the Windows Gimp 3.2 installer, it gives a choice, For you only (the default action in C:\Users\ ...) or for all users (in C:\Program Files\....) You installed the default. Gimp is built around plugins, You can put new plugins there, but not a good idea. If in doubt, use Edit -> Preferences -> Folders (click to expand) -> Plug-ins which gives the path names.

If they are in the correct plug-ins folder, in their own sub-folder and you have restarted Gimp. One way is using Search and Run (/) key or same thing, look in the Gimp Help menu. Example: the plugin-heal-selection Run it from there or it tells me it is in the Filters -> Enhance menu
