I do not think it is a bug. I normally have the Welcome Dialogue turned off but I can see a use If for example you use a black theme and want to use a more neutral grey for photoediting.
In days gone by - Gimp 2.8 and 2.10 there were users who might install dozens of themes. A long list to incorporate into Personalize. So far not many for Gimp 3
