Jon: Hi! I was one of the developers who originally worked on the Welcome Dialogue. It's not a bug - we just didn't include it as an option. 
There were two built-in themes when we did it during 3.0's development - no one had yet made 3rd-party themes. I have no problem adding the option, though as Rich2005 said, a feature request would make it easier to get feedback from the other developers. Thanks for pointing it out!
