There is no Gimp 3 version of the LayerFX plugin. Only exists for Gimp 2.8 / 2.10 In Gimp 2.10 it looks like this.
...most of those filters you can get with Gimp 3 other ways. Look in Tools -> GEGL Operation There is a drop down list of various filters. The advantage is the effect is displayed on the canvas.
If you want to install a third-party plugin get the gmic_gimp_qt plugin from http://www.gmic.eu There is a download there for Windows and Gimp 3. 600+ filters of all sorts, something for everyone.
