Anyway, actually you can. Here how to change Mouse Wheel behavior (at least in GIMP 3):
Step (1) Go to Preference and search for Input Devices -> Input Controllers category of options in there.
Step (2) There you should find "Main Mouse Wheel" as an Active Controller, double click on it and a menu will open that allows you to configure behavior of Mouse Wheel.
