I would consider the gmic_gimp_qt plugin http://www.gmic.eu and the interactive warp filter.
Goes like this:
(1) Make a suitable selection
(2) Bring up the gmic plugin, find Warp (interactive) and and for this set maybe a 4 x 4 grid. Ok that and it brings up...
(3) A floating window where you can drag those grid points to deform the image. When finished close the floating window and the result is sent back to the Gimp canvas.
(4) Careful with the amount you stretch or the arms will look weird (but not as weird as the original)

Is that a separate, independent application that rivals GIMP, or an add-on that gets hooked up to GIMP?
If that is an add-on for GIMP, then when I go to the web page that you provided

should I click on the Download button on the left panel on that page, or should I scroll down to the section "2 - G'MIC-Qt," and clock on the "download ..." link on the bottom of that section and download from there?
And after i install that, where in the GIMP interface will I find it?
