Place it in your %APPDATA%\GIMP\3.x\plug-ins\ directory.

GIMP 3 pastes to a new layer by default. So what does this plugin add? Sorry if I'm misunderstanding something.
GIMP 3's default behavior is to create floating selections rather than normal layers. This plugin command copies or cuts the selected area as a normal layer instead of a floating selection.
