No OSX users around to answer.

In linux Gimp 2.8.22 a copied selection correctly appears as the clipboard brush but not automatically selected. No way I can see to replicate the effect.

Try, Edit -> Preferences -> Tool Options and click on Reset Saved Tool Options to Default values Restart Gimp, see if it makes any difference.
