HELP! Windows7 How to Install Heal Selection on GIMP2.10

Im using Gimp2.10 on Windows 7. I try every way to get the Heal Selection but still not work.. Also try like the videos on youtube and not working.. Where is the problem pls help me to get Heal Selection i need that.. (Im German, its better if a German Guy will help me on German)..
