You could try this one DIEGO_MOSAIC_Mosaic_Stained_Glass_QT210.py the original posts are from http://gimpchat.com/viewtopic.php?f=9&t=17380#p238787 Any questions about it should go there.
Because that is 7zipped and also requires a specific pattern, DopeCrystals04seamless.jpg, the two files attached as a regular zip.
It also requires the gmic_gimp_qt plugin from http://www.gmic.eu The windows version has an installer, that is the one to get currently: https://www.fosshub.com/GMIC.html?dwl=gm..._win64.exe
What you need to do:
Install gmic_gimp_qt
Unpack the zip: Put the file DIEGO_MOSAIC_Mosaic_Stained_Glass_QT210.py in C:\Users\"yourname"\AppData\Roaming\GIMP\2.10\plug-ins
Put the file DopeCrystals04seamless.jpg in C:\Users\"yourname"\AppData\Roaming\GIMP\2.10\patterns

There is also a stained glass filter in the gmic plugin. Not so good. Over complicated unless the image is very simple.
