Editing and anchoring a copy of a shape drawn with pencil tool

The problem is that you have only one layer (named Background).

The steps would be:
1. Draw the wing shape with Path Tool (subject says Pencil Tool, in the text it says Path Tool?)
2. Create a new transparent layer. Name it Wing. (Click the New Layer button in the layers dialogue).
3. Make the path visible and have the Wing layer active.
4. Edit > Stroke Path. Set Line Width. Foreground colour will be used.
5. Duplicate the Wing layer (Click the Duplicate button in the layers dialogue). (Called Wing Copy)
6. Use the Flip Tool to flip the Wing Copy layer.

You should now have 3 layers: Background, Wing, Wing Copy.
