Float: remove lock by default

OP seems content but the workflow from the video looks like it might have come from PS

Cut -> Paste -> Cut (again) gives rise to that warning on the second cut. In PS Cut -> Paste gives rise to a new layer (as far as I can recall)

In Gimp Edit: Cut -> Paste-as -> New-layer-in-place gets an equivalent, and assigning a keyboard shortcut to New-layer-in-place obviously makes sense.
