It would certainly help if the purpose is known. Is it fill in a: Line drawing with perspective / Flat (normal viewpoint) surfaces perhaps for model construction / Modifing an actual photography ?

As previous a transparent pattern and a colour layer under is the way to go.

However a beginner sometimes needs a pointer to a better workflow. I would suggest  the usual, use as many layers as required  but in addition use layer groups to isolate various aspects of an image. Even better is using layer masks, one-thing -at -a time.

Something like this: coloured layer under the brick pattern. Different colours depending on layer visibility. Note the alpha lock to confine the coloured area.
