Copying to different document without image size change

Question 
This is driving me a bit crazy so I hope someone can help.



I'm using the latest version of GIMP. I want to copy a 15cm x 15cm image to a different document. Whenever I do that, it enlarges it massively to about 60cm!!! No problem you might think. Just resize it down again....but no. Whenever I do that, the detail and quality of the image is massively reduced. It definitely does not look like the 15cm image in the first document. 

When I click to resize the over-enlarged image, I notice that the resolution has changed from 300 to 72. When I try to change it back to 300 and also choose a dimension of 15cm x 15cm, it won't let me. If I insist on changing it to 300, it decides the image size must be no larger than 3.6cm x 3.6cm! I don't understand why this is happening when I'm pasting an image over to a different document. Is it GIMP? Is there something I can do to prevent this from happening?
