I do not know of any scripts or plugins, that is not to say there are none. Someone might come up with something.
One way using layermasks. Great advantage it is non-destructive. Look more complicated than it is.
This is just painting in the masks. (1) & (2) Black transparent / White opaque / Greys varying transparency.
A paper coloured background (3)
A transparent overlay for grunge.(4)
Brushes are the main thing. Mostly PS .abr for tears and grunge. A search usually brings up a source. deviantart is a good bet for free brushes.
