Two possible causes:
1) You have ticked the "Use delay entered above for all frames" in the export dialog
2) Something in your layer names prevents Gimp from recognizing the delay specification so it falls back to the default
Otherwise can you attach your GIF (possibly reduced to a few frames to remain under the 500K limit?)
